Introduction to Info Source
Info Source describes the programs and activities, and the information holdings related to programs and activities, of government institutions subject to the Access to Information Act to facilitate the right of access. It also provides individuals, including current and former employees of the Government of Canada, with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
An index of institutions that are subject to the Access to Information Act and the Privacy Act is available centrally.
The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

With the entry into force of the Economic Development Agency of Canada for the Regions of Quebec Act on October 5, 2005, the Agency has a legal status to promote the economic development and diversification of the regions of Quebec.
The Agency reports to Parliament through the Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec.

Institutional functions, programs and activities
Business development
This program activity (PA) is designed to support the development of enterprises throughout their life cycle so as to enhance Quebec’s economic growth. Enterprises are recognized as generating a major share of economic activity and job creation. The Agency therefore helps to renew Quebec’s business pool by supporting the emergence of new businesses and the next generation of entrepreneurs. Its aim is also to enhance the competitiveness of existing businesses and help to ensure their survival by improving their performance through the development of production, innovation, commercialization, export and structural capacities. In this PA, the Agency targets mainly enterprises either directly or through organizations serving businesses and entrepreneurs. The Agency promotes the development of enterprises through a grants and contributions program.
- Entrepreneurship support
The purpose of this program sub-activity (PSA) is to provide entrepreneurial support in order to increase the number of businesses in Quebec. Quebec has fewer entrepreneurs than the rest of Canada and their number is expected to Canada Economic Development for the regions of Quebec (CED) line more sharply, as a relatively greater proportion of the Quebec population is aging. In addition, there is a smaller proportion of Quebecers than Canadians who plan to start up a business. The Agency thus fosters the emergence of future entrepreneurs by encouraging business start-ups and pre-start-ups. It also aims to ensure the survival of existing businesses by supporting succession planning and financing the transfer of businesses. In this PSA, the Agency targets mainly enterprises either directly or through organizations serving businesses and entrepreneurs. CED promotes entrepreneurial dynamism through a grants and contributions program.
Entrepreneurship support (grants and contributions)
Description: Documents created, gathered and retained concerning the design, implementation and management of grants and contributions under the terms and conditions of the Quebec Economic Development Program. - Business performance
The purpose of this program sub-activity (PSA) is to improve the performance of businesses and organizations, including those that promote economic development, to make them more competitive. In a global economy, businesses that want to keep growing and survive need to innovate and turn their ideas into business opportunities, increase their productivity and penetrate new markets. The Agency stimulates investment by enterprises to improve their production capacity and set them on the path to innovation, technology transfer, commercialization and exporting. The Agency also supports the structuring of the business networks in which enterprises operate. In this PSA, the Agency deals with enterprises either directly or through organizations that serve businesses. The Agency improves business performance through a grants and contributions program.

Regional economic development
This program activity (PA) is designed to support economic development of the regions to ensure growth of their economy. The regions of Quebec are not homogeneous and have differing circumstances, with issues, challenges and strengths particular to their region. The regions generate prosperity, and their participation in the economy is essential for Quebec’s economic growth. The Agency supports the strengthening of their economic base by encouraging community engagement in economic development and stimulating investment in all regions of Quebec. This PA has two objectives: to engage the regions and to contribute to investment in the regions. In this PA, the Agency targets mainly organizations or enterprises. The Agency supports regional development through a grants and contributions program.
- Regional engagement
The purpose of this program sub-activity (PSA) is to promote community engagement in order to further the economic development of Quebec's regions. Local leadership and involvement in economic development is a success factor in implementing projects with significant economic potential. The Agency helps Quebec communities to grow and diversify by supporting engagement and co-ordination among stakeholders, planning activities related to economic development, soliciting support, finding sources of funding, and implementing growth-generating, recovery or diversification initiatives. This PSA is directed mainly at organizations. The Agency supports regional engagement through a grants and contributions program.

- Regional investment
The purpose of this program sub-activity (PSA) is to boost investment in the various regions of Quebec in furtherance of their economic development. Quebec’s regions face stiffer global competition, and they need to stand out in order to attract the investment needed for their economic development. The Agency strives to strengthen the economic base of the regions of Quebec by supporting their efforts to equip themselves to exploit their assets, so as to stimulate business and economic spin-off for communities. This it does by promoting regional assets in order to increase tourist spending and attract investment from foreign firms and international organizations. This PSA is directed chiefly at non-profit organizations. The Agency supports investment in the regions through a grants and contributions program.

- Grant to the Montreal Symphony Orchestra Endowment Fund
Strengthening community economies
In addition to its regular programs, the Agency is called upon to develop, administer and implement national programs or temporary, targeted initiatives intended to strengthen community economies and increase Quebec’s economic growth. The Agency supports the economic development of rural communities and ensures the sound and effective management of infrastructure programs in Quebec. The Agency also supports economic activity in Quebec communities experiencing economic shocks or where there are major economic development issues or promising opportunities for development. This program activity (PA) is directed at businesses and organizations. In this PA, the Agency receives dedicated, temporary supplementary funding from the Government of Canada, through the Agency’s own special allocations or the Community Futures Program (CFP).
- Community Futures Program
This program sub-activity (PSA) supports the development of rural communities so as to strengthen Quebec’s local economies. This PSA is supported by a national program called the Community Futures Program (CFP). The CFP helps rural communities adjust to difficult economic circumstances. There is a great need for this program in Quebec’s rural communities because their economic performance is weaker than the Quebec average and because of tighter credit conditions. Through the CFP, the Agency promotes socio-economic planning and development in rural communities, access to capital, business consulting services and support for local projects. This PSA differs from the Agency’s regular programs in its mode of delivery. The Agency delivers the CFP in Quebec through community futures organizations, such as community futures development corporations and business development centres, by means of contribution agreements.
Community Futures Program (grants and contributions)

The purpose of this program sub-activity (PSA) is the sound and effective management of infrastructure programs designed to strengthen the economy of Quebec communities. Quality public infrastructure is recognized as being a factor in economic development. The Agency acts as an operational partner with Infrastructure Canada in managing various programs in Quebec, including the Building Canada Fund (Communities and Large Urban Centres component), the Municipal Rural Infrastructure Fund and major projects of the Canada Strategic Infrastructure Fund. These programs are governed by agreements between Infrastructure Canada and the Government of Quebec and are geared mainly to municipalities.
Infrastructure modernization (grants and contributions)
Description: Documents created, gathered and retained concerning the design, implementation and management of infrastructure grants and contributions, in some cases those issued in co-operation with the Government of Quebec. The purpose of this program sub-activity (PSA) is to support economic activity in Quebec communities, on a temporary basis, so as to stabilize or strengthen their economy. The shifting context requires a real-time response that is adapted to the most pressing local needs and consistent with government priorities. In this way, the Agency is able to support Quebec communities facing economic shocks, natural disasters or situations with a potential to impact their economic development adversely. The Agency also supports communities that are facing serious economic development issues or are presented with development opportunities with the potential for a positive impact in their regions.
Through this PSA, the Agency has implemented some targeted initiatives which are no longer being offered:- Contribution program to improve the municipality of Shannon’s drinking water;
- Contribution program to improve Laval University’s sports facilities.

Canada Economic Development for Quebec Regions’ grant and contribution programs and initiatives help support entrepreneurship, business performance, and the engagement of, and investment in, the regions, while also supporting, on an ad hoc basis, economic activity in Quebec communities to help them stabilize or strengthen their economies. Through programs such as Regional Economic Growth through Innovation (REGI) and the Quebec Economic Development Program (PDEQ), the Agency promotes business development by helping to support entrepreneurship and business performance, either directly or through support organizations.
Description: This bank describes the personal information required for the delivery of Canada Economic Development for Quebec Regions’ programs. The personal information may include names, titles, contact information, financial information, income, national or ethnic origin, race, immigrant and newcomer status, gender, LGBTQ2 status, age, disability, language spoken, credit worthiness, biographical information including student status, level and field of study, and opinions and views on or about individuals.
NB: The information is stored in the Hermès and Cortex internal databases (which are used in the management of Canada Economic Development for Quebec Regions’ grant and contribution programs), as well as in the Agency’s financial system.
Class of Individuals: Individuals authorized to act on behalf of the business or organization (such as members of the board of directors, or employees) who have submitted grant or contribution applications on behalf of the business or organization. Individuals and their spouses who have agreed to act as a guarantor for the repayment of a contribution awarded by the Agency to the business or organization.
Purpose: The personal information is collected pursuant to sections 11(1) b), e), f), h) and j) of the Economic Development Agency of Canada for the Regions of Quebec Act, and is used for the purpose of assessing a grant or contribution application submitted by a business or organization.
Consistent Uses: Personal information about the national or ethnic origin, race, immigrant and newcomer status, gender, LGBTQ2 status, age, disability, biographical information including student status, level and field of study, or language spoken, and collected from individuals who have control or ownership of a business or organization or who are authorized to act on behalf of a business or organization, may be used to determine eligibility or prioritize the awarding of financial assistance. This personal information may be shared on a de-identified basis with other federal institutions for reporting and statistical purposes. The personal information may be disclosed in an advertisement, with consent. In cases where an individual has agreed to act as a guarantor for the repayment of a contribution awarded by the Agency to a business or organization, personal information about the individual or his or her spouse may be used by the Agency in its efforts to recover the grant or contribution, and may be disclosed by the Agency to the following institutions and organizations: suppliers, financial institutions, accounting firms, funding agencies, credit agencies, courts and other legal authorities, and registries of personal and movable real rights. The personal information may also be shared with the Canada Revenue Agency (CRA PPU 050, Collections).
Retention and Disposal Standards: Records are kept for a period of six years, then destroyed.
