General information

Introduction to Info Source

Info Source describes the programs and activities, and the information holdings related to programs and activities, of government institutions subject to the Access to Information Act to facilitate the right of access. It also provides individuals, including current and former employees of the Government of Canada, with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

An index of institutions that are subject to the Access to Information Act and the Privacy Act is available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

With the entry into force of the Economic Development Agency of Canada for the Regions of Quebec Act on October 5, 2005, the Agency has a legal status to promote the economic development and diversification of the regions of Quebec.

The Agency reports to Parliament through the Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec.

Institutional functions, programs and activities

Business development

This program activity (PA) is designed to support the development of enterprises throughout their life cycle so as to enhance Quebec’s economic growth. Enterprises are recognized as generating a major share of economic activity and job creation. The Agency therefore helps to renew Quebec’s business pool by supporting the emergence of new businesses and the next generation of entrepreneurs. Its aim is also to enhance the competitiveness of existing businesses and help to ensure their survival by improving their performance through the development of production, innovation, commercialization, export and structural capacities. In this PA, the Agency targets mainly enterprises either directly or through organizations serving businesses and entrepreneurs. The Agency promotes the development of enterprises through a grants and contributions program.

Regional economic development

This program activity (PA) is designed to support economic development of the regions to ensure growth of their economy. The regions of Quebec are not homogeneous and have differing circumstances, with issues, challenges and strengths particular to their region. The regions generate prosperity, and their participation in the economy is essential for Quebec’s economic growth. The Agency supports the strengthening of their economic base by encouraging community engagement in economic development and stimulating investment in all regions of Quebec. This PA has two objectives: to engage the regions and to contribute to investment in the regions. In this PA, the Agency targets mainly organizations or enterprises. The Agency supports regional development through a grants and contributions program.

Strengthening community economies

In addition to its regular programs, the Agency is called upon to develop, administer and implement national programs or temporary, targeted initiatives intended to strengthen community economies and increase Quebec’s economic growth. The Agency supports the economic development of rural communities and ensures the sound and effective management of infrastructure programs in Quebec. The Agency also supports economic activity in Quebec communities experiencing economic shocks or where there are major economic development issues or promising opportunities for development. This program activity (PA) is directed at businesses and organizations. In this PA, the Agency receives dedicated, temporary supplementary funding from the Government of Canada, through the Agency’s own special allocations or the Community Futures Program (CFP).

Internal services

Internal Services are groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. These groups include management and oversight services; communications services; legal services; human resources management services; financial management services; information management services; information technology services; asset management services; materiel management services; acquisition services; and travel and other administrative services. Internal Services include only those activities and resources that apply across an organization and not those provided specifically to a program.

Acquisitions Services

Acquisition Services involve activities undertaken to acquire a good or service in response to a request that has been duly submitted (including a complete and accurate definition of requirements and certification that funds are available), and this, until entering into or amending a contract.

Communications Services

Communications Services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well coordinated and responsive to the diverse information needs of the public. The communications management function ensures that the public—internal or external—receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.

Financial Management Services

Financial Management Services involve activities undertaken to ensure the prudent use of public resources, including planning, budgeting, accounting, reporting, control and oversight, analysis, CED vision support and advice, and financial systems.

Human Resources Management Services

Human Resources Management Services involve activities undertaken for determining strategic direction, allocating resources among services and processes, as well as activities relating to analyzing exposure to risk and determining appropriate mitigation measures. They ensure that federal government service operations and programs comply with applicable acts, regulations, policies, and plans.

Information Management Services

Information Management Services involve activities undertaken to achieve efficient and effective information management to support program and service delivery; foster informed CED vision making; facilitate accountability, transparency, and collaboration; and preserve and ensure access to information and records for the benefit of present and future generations.

Information Technology Services

Information Technology Services involve activities undertaken to achieve efficient and effective use of information technology to support government priorities and program delivery, to increase productivity and to enhance services to the public.

Legal Services

Legal Services involve activities undertaken to enable government departments and agencies to pursue policy, program and service delivery priorities and objectives within a legally sound framework.

Management and Oversight Services

Management and Oversight Services involve activities undertaken for determining strategic direction, and allocating resources among services and processes, as well as those activities related to analyzing exposure to risk and determining appropriate mitigation measures. They ensure that the service operations and programs of the federal government comply with applicable acts, regulations, policies and plans.

Materiel Services

Materiel Services involve activities undertaken to ensure that materiel can be managed by departments in a sustainable and financially responsible manner that supports the cost-effective and efficient delivery of government programs.

Travel and Other Administrative Services

Travel and Other Administrative Services include Government of Canada travel services as well as other internal services that do not correspond to any of the other internal services categories.

Classes of personal information

Certain personal information that may be collected as part of the Agency's activities is not recorded in any of the files described in this document.

Documents relating to inquiries and complaints and general correspondence may contain such information. These records are filed in general records and cannot be retrieved using personally identifiable information. The retention period for this type of information is consistent with the retention schedule of the files in which it is recorded.

In accordance with the Access to Information Act and the Privacy Act, an area on the premises will be made available to review original materials on site if that is the applicant’s preference (and it is practical to do so), or if it is not practical to create copies of the material.

Please note: Each request made to Canada Economic Development for Quebec Regions under the Access to Information Act must be accompanied by an application fee of $5. For requests made online, this is paid at the time of application via credit card. For requests made by mail, this should be paid by enclosing cheque or money order made payable to the Receiver General for Canada.
